Semi-custom (a quality base heavily customized) is the sensible middle for most small businesses.
2. Technology stack
Most Nepali business sites run on WordPress — great for editing your own content and keeping costs down. Custom builds on React/Next.js cost more upfront but deliver better speed and scale for web apps. Every extra page is design + build + content time. And content is the silent budget-killer: if nobody has written your text or shot your photos, either you'll do it (delaying launch by weeks) or you'll pay for copywriting and design. Ask every developer: "Is content writing included?"
